Zakah is wajib on gold, silver and cash if the conditions are met; there is no Zakah on land. If the wife owns nisab she should pay the Zakah herself, the husband is not asked to pay it. Yes, if the husband pays it with the permission of wife, then the Zakah of wife will be considered paid. The husband cannot be forced to do so.
