Perhaps the thinking and temperament of your husband is not religious and Islamic. Supplicate Almighty Allah extensively for his guidance and keep on trying to make his thinking and views Islamic with wisdom and politeness. Make him understand time and again regarding circumcision that it is sunnah muakkadah and from the signs of Islam. It is not exempted from adult too except in strict compulsion. For the purpose of reform inspire him for going in jamah according to chance. In-sha-Allah it is hoped that he would be ready for it.

Also after reciting the following verse thrice with durood 3-3 times after and before, blow on some eatable and give it to your husband.

وَوَجَدَكَ ضَالّاً فَهَدَى
