(Fatwa: 1353/1104=D/1430)

For awqaf (endowments) and related duties, a Muslim should be employed to a possible extent. If there is no Muslim available, it is lawful to employ a non-Muslim in compulsion:

ولا تشترط الحریۃ والإسلام للصحۃ لما في الإسعاف: ولو کان عبدا یجوز قیاسا واستحسانا، والذي في الحکم کالعبد (الهندية 2:408)

What do you mean by services?
