Bismillah hir-Rahman nir-Rahim !

(Fatwa: 1522/1316=B/1429)

As per the abovementioned question, he is allowed to receive zakah provided the assets are neither for business nor extra form needs and all things are in his use. He can receive Zakah as per his needs.
