Title: zakat to sister

Question: My sister is divorced and has a girl child (her father is not taking care of her) both my sister and my niece are staying with my parents and are dependent on them for all their needs. She has no other source of income but has gold jewellery above the nisab and has to pay zakah. My question is can I give zakah to my sister?

(Fatwa: 1403/1406/M=1433) When your sister has gold jewelleries more than the nisab then she is the owner of nisab herself, it is wajib on your sister to pay the zakah of her jewelleries and it is not right for you to give your zakah to her.
