For the occurrence of talaq, neither the presence of witnesses nor mentioning the name of wife at the time of pronouncing talaq is necessary. It is enough if husband admits pronouncing talaq. But the talaq given by mad person does not take place. In the above-mentioned question, the whole condition and detailed situation of husband's madness is not mentioned; hence we are sorry to write any ruling regarding the talaq.
