If one is not in severe need, it is better not to go to the toilet out of respect of azan. In the same way before starting wudhu if azan was started, one should postpone the wudhu and answer the azan and then make the wudhu. However, in the time of need both the said acts are lawful. In case of no need too, it is not unlawful, but it is not preferred and better.
