(Fatwa: 1344/1344=M/1430)

In obligatory ghusl it is fardh (obligatory) to rinse mouth and nose. By cleaning throat if you mean to gargle, it is not fardh rather sunnah. Likewise, rinsing the mouth and nose thrice is sunnah.
