    According to the Hanafis and the majority of Fiqh scholars, it is mustahab (desirable) in at-Tahiyat to raise finger once at the time of Shahadah, as it is mentioned clearly in the Rasaail of Ibn Abidin:

    يشيرها إشارة واحدة عند الجمهور وقت الشهادة وإشارات متعددة عند الإمام مالك الخ

    And the sunnah way of pointing out with forefinger is that the finger should be raised up while reciting لا الہ and should be put down on إلا الله :

    وعندنا يرفعها عند لا إله ويضعها عند إلا الله لمناسبة الرفع للنفي و ملائمة الوضع للإثبات ومطابقة بين القول والفعل حقيقة. (مرقات2/328)

    It is better to ask those people who shake their fingers in tashahhud that why and on what basis they do so? Then, we can have a say in the matter.
