    Bismillah hir-Rahman nir-Rahim !

(Fatwa: 1612/1257/B=1433) He should fix the qiblah direction after due deliberation and then start salah. If he moves up to 40-45 degrees then there is no problem. Salah shall be valid in this case. But if he moves more than it and learns it in salah then he should divert accordingly. And if it is not known then he should complete his salah at the same direction. Salah completes within 4-5 minutes. You have mentioned that the space station revolves 16 times but did not mention its speed. It will take hours to pass 45 degrees from the direction of Kabah hence salah shall be valid without any doubt.
