Yes, it is wajib to recite fatiha and any surah in all the four rakats of sunnah salah. While in the first and second rakat of fardh salah it is wajib to recite surah fatiha and surah, while in other two rakats it is not wajib to recite surah fatiha rather it is sunnah. It has been mentioned above that it is wajib to recite surah fatiha and surah in all the four rakats of sunnah.
