Bismillah hir-Rahman nir-Rahim !
(Fatwa: 1269/1269/M=1433) Mash’al (مشعل) means lighting place, flambeau, torch (Firozul Lughat). It does not carry any bad meaning, but as the first part of the name is main and the second part is subsidiary, there is no sign of feminine in Mash’al. Hence it is better to keep only the name Fatimah and if you want to make Mash’al part of the name then add as second part of the name and keep the name as ‘Fatima Mash’al’.
