(1) Yes, the parents can eat the mutton or beef of aqeeqah; لان حکم العقیقۃ کالأضحیۃ.

(2) Naila is the feminine of Nail which means gift and kindness. (Misbahullughat) As per this meaning, one can keep this name. But, this word has another meaning as well. According to Misbahullughat, Al-Naila was the name of an idol of Quraish. Therefore, you are advised to choose any other name for your daughter.
