Interest-based loan is unlawful according to the verse of the Holy Quran: أحل الله البيع و حرم الربا"". The Hadith has cursed those who take interest, give interest, write interest and get witness to it. (Mishkat: 1/442), but if one really needs a house, then the dealing with a bank should be made in a way that the bank first purchases the house and then sells it by including the interest with actual price, and the purchaser of the house pays the amount in instalments.
But, in the case mentioned in the question, the one who has purchased a house on loan, why he has taken the loan and how did he take? Ask him to write about it and send it again, then the reply will be given.
