If it is known surely or most probably that your father purchased the jewellery purely for bribe money, so the price of it will not be halal for you. If you know the real owners (from whom he used to receive the bribe), it is necessary to give it back, otherwise give it in charity on their behalf. If you are not sure that it was purchased by bribe money, then it cannot be termed as haram, but then also it should be given in charity out of precaution.
