Title: Meeqat and Qasr salah

Question: I have a couple of questions: (1) In Saudi I was informed that to perform umrah we have to go to Masjid-e-Jirana instead of Masjid-e-Aisha. What is the correct masjid? I have also heard another rule that going to Masjid-e-Jirana is for the locals who have lived in Makkah for over 2 years. Please can you clarify? (2) Due to the increase in people and residents we have heard that Makkah, Madina and Muzdalifah is one. If that is the case, then do international Hajji will perform qasr salah if staying over 15 days?

(Fatwa: 875/719/D=11/1437)

(1) Those who are the inhabitants of Makkah or those who are residing there for Hajj or for some other reasons they will wear the ihram of Umrah after coming out of the Haram boundary. Masjid-e-Ayesha is situated out of the boundary of Haram beside the Mount Taneem, the Makkans wear ihram from this place. The Holy Prophet Muhammad, may peace and blessings of Allah be upon him, sent Hadhrat Ayesha, may Allah be pleased with her, there to wear ihram to make qaza of umrah. Ji’irana is located at a distance of 25 km from Haram Sharif and it is out of Haram boundary. Once the Holy Prophet Muhammad, may peace and blessings of Allah be upon him, wore the ihram of Umrah from this place. Thus those who are staying in Makkah can wear the ihram from Masjid-e-Ayesha or Ji’irana.

(2) Makkah, Mina and Muzdalifah have been separate places from ancient days they are not same. Hence if someone before leaving for Mina is staying in Makkah for fifteen days then he shall offer full salah in Makkah and Mina etc. and if he is staying there less than fifteen days then he shall be musafir in Makkah and Mina etc and shall offer qasr salah though his staying becomes fifteen days adding the stay of Mina then too he shall be musafir and would offer qasr salah as his stay in Makkah is less than fifteen days.
