Bismillah hir-Rahman nir-Rahim !

(Fatwa: 1447/1179=d/1430)

It is better to pay off the debt first and then perform hajj. If the resources of repaying the debt are at hand and the hajj may not create any problem in repayment, so you can perform the hajj and the hajj will be valid.
