Bismillah hir-Rahman nir-Rahim !
(Fatwa: 1342/1321/M=11/1438)
(1) It is better to supplicate in low voice. There is no harm in supplicating loudly with the intention of teaching provided it does not disturb the masbuq etc but supplicating loudly should not be made a regular practice.
(2) Sometimes we need to bury some dead body during night so if some lighting is arranged in the graveyard then there is no harm. However, lighting lamps on graves on fifteenth Shaban or arranging extra light than needed is wrong and it is necessary to avoid it.
(3, 4) There is no necessary and specific method of selection for mutawalli. The person in whom the ability and conditions of mutawalli are found he should be appointed as mutawalli i.e. the person who is pious and god-fearing and truthful and has the ability to handle the management he is eligible to be appointed as mutawalli. The person who is distrustful and impious and is not able to manage the administration it is not better to appoint him a mutawalli. The Musallis of the mosque can appoint some competent and eligible person as mutawalli with their mutual consultation. In case there are lots of eligible persons who could be appointed as mutawalli then one can be elected by voting or casting lot.
