It is better to do halaq (shaving head) in any case. If hair is so long that may be cut equal to a tip of finger, then qasr (trimming hair) is also allowable, but if hair is shorter than that, then qasr is not allowed only halaq is necessary. And if one does umrah again and again, halaq has to be done every time, no matter if there is no hair on head i.e. in this case, it is mandatory to pass on blade all around head like doing halaq, otherwise he will not be Halal (one can not put off ihram).
