Bismillah hir-Rahman nir-Rahim !

(Fatwa: 364=356/D)

If Hujj was not obligatory on him and he went for Umrah in Hujj months (i.e. Shawwal, Zulqad and 8 days of Zulhijj) then Hujj will be obligatory on him, whether he performs it the same year or later.

During the month of Ramzan there is lot of crowd in the Haram so much so after we perform Nafl Tawafs during the Last 10 days of Ramzan especially in the late nights we are prevented by the authorities to say our Nafl Namaz of the Tawaf immediately anywhere in the Mataf area or anywhere in the Haram because the whole of Haram is packed with people saying there Shabina Namaz.
