Bismillah hir-Rahman nir-Rahim !

(Fatwa: 1113/1113=M/1429)

If he lost his wealth and belongings due to earthquake and does not own wealth equal to nisab then he can receive the zakah amount provided he is not from syed family.

Allah (Subhana Wa Ta'ala) knows Best
