    Bismillah hir-Rahman nir-Rahim !

If you have taken the house on rent, there is no Zakah on the value of that house. However, the amount you have given to house owner, which you will get after completion of agreement, Zakah is wajib on that amount. However, the ruling of Zakah on both the plots is that if you have neither purchased them with the intention of business nor you intend to sell them in near future, there is no Zakah on their value. But if you have purchased both the plots only with the intention of selling, then Zakah shall be wajib on their value and it will be paid according to the selling price of the plots.
