(1) The purpose of Azan is to inform that the time of salah has started; this purpose will be in vain if Azan is called before the time and people will fall in misconception. Therefore, it is not right to call Azan before the time begins and if called it will be of no use and it should be called again after the time starts. How does the Imam of your mosque say that Azan can be called three or four minutes before the times of Isha and Fajr? You should have quoted him with reference and proof.
(2) It is undesirable to make such a person call Azan.
