If someone is very poor, he can be given interest amount to use, but the interest should be given in his possession. Once he takes it in his possession, he can use it where he likes, he can give gifts to the bride and bridegroom. After possessing the amount, the poor man can arrange walimah feast as much as necessary. But, if anyone spends it without giving it in his possession, it is not allowed. Yes, you can give dowry from interest amount. (Masaail Sood 151) The interest amount should be given to the poor and needy, it cannot be used in constructions for public welfare. (ibid 157)
