    My brother is staying in a government quarters in the ground floor and some open space is availble in front of his quarters. He has planted one vegetable tree in the open space and now the tree is yielding vegetables. Is it halal for him to consume that vegetables and please also clarify whether such vegetables are halal for me and others who are not staying in that quarters.

    The vegetables planted by your brother will be counted as his own. It is lawful for him to use those vegetables and also lawful for those to whom he feeds it. If the owner of the empty land says nothing then it means that he permits him to plant the vegetables.
